Facts About “Truthiness”

BARBARA BOXER: “But I’ll be darned if I’m going to go back to where we were before. Sixty-two percent of our people were going broke due to a health care crisis.” (KPCC Senate Debate, 9/29/10)

CHRYON: “The bankruptcy rate for all California residents, not just the uninsured, was 0.7%, not 62%.”

California’s Current Bankruptcy Rate Is 0.7%. In 2010, California has had 7.01 bankruptcies per 1,000 residents. (Bankrate Online Network, www.creditcards.com, Accessed 10/24/10)

NOTE: In 2009, California’s Bankruptcy Rate Was 0.6%. In 2009, California has had 5.60 bankruptcies per 1,000 residents. (Bankrate Online Network, www.creditcards.com, Accessed 10/24/10)

BARBARA BOXER: “You know, like, I don’t want to go back to the days when thousands of people died every day because they had no insurance.” (KPCC Senate Debate, 9/29/10)

CHRYON: “That’s at least 18 times more than the highest estimated rate.”

Boxer’s Statement Assumes A Death Rate Due To Lack Of Health Insurance More Than 18 Times The Highest Estimate. “If true, at least 730,000 people were dying annually in America for lack of health insurance. (To do the math, it’s a minimum of 2,000 deaths every 24 hours multiplied by 365 days.) That’s a staggering number of people who presumably couldn’t get life-saving medical care because they were without an insurance policy to foot the bill. … I mentioned a study that concluded 40,000 people die annually because they aren’t insured. (At least one other study has put the death toll at zero.)” (Fred Barnes, Op-Ed, “The Most Important Race Of 2010,” The Weekly Standard, 10/9/10)

BARBARA BOXER: “$1.2 trillion with the stimulus.” (CNN’s “Situation Room,” 10/14/10)

CNN’s WOLF BLITZER: “There was $1.2 trillion in tax cuts in the stimulus?” (CNN’s “Situation Room,” 10/14/10)

BARBARA BOXER: “There was a lot.” (CNN’s “Situation Room,” 10/14/10)

CHRYON: “The entire stimulus was $814 billion, most of which was government spending.”

The Congressional Budget Office Estimates The Cost Of The Stimulus At $814 Billion. “CBO now estimates that ARRA will cost $814 billion from 2009 through 2019.” (Donald Marron, “New Price Tag For Stimulus: $814 Billion,” The Christian Science Monitor Blog, www.csmonitor.com, 8/25/10)

The Congressional Budget Office Estimates Reduced Revenues And Refundable Tax Credits Totaling $253 Billion. The Congressional Budget Office estimates that between 2009-2019, as a result of the stimulus bill, revenues will decrease by $180 billion while the government will issue $73 billion in refundable tax credits. (Congressional Budget Office, “The Budget And Economic Outlook: An Update,” www.cbo.gov, 8/10, p. 13)

BARBARA BOXER: “A lot of this was tax cuts. I voted for the largest tax cut in history. Over $1 trillion was in there.” (KGO, Interview With Barbara Boxer, 10/22/10)

CHRYON: “Wrong again.”

CHRYON: “Boxer, 69, makes so many dubious, untrue, hypocritical, or outlandish remarks in a single debate that most of them fly by without registering.” (Fred Barnes, Op-Ed, “The Most Important Race Of 2010,” The Weekly Standard, 10/9/10)

Barbara Boxer has spent millions of dollars attacking Carly Fiorina for making the same tough decisions many American companies have been forced to make because of Boxer’s job-killing policies. But the truth of the matter is that these attacks are funded in part by tens of thousands of dollars in campaign contributions from CEOs like John Chambers and from companies like Cisco that have also laid off workers and sent jobs overseas. Clearly, Barbara Boxer knows she cannot convince voters to support her based on her disastrous, bitterly partisan record, so, in a stunning display of election-year hypocrisy, she has resorted to attacking Carly instead.
Hypocrisy is a post from: Failed Senator: Documenting How Barbara Boxer Has Failed Californians for 30 Years | FailedSenator.com

Barbara Boxer must either admit that her policies have killed jobs both in California and across America, or she must end this outrageous display of duplicity by returning the tens of thousands of dollars in campaign contributions she has received from Cisco and denounce Chambers’ endorsement. Either way, it’s time Barbara Boxer come clean with the people of California and end her hypocritical, baseless attacks and apologize to Carly for spending millions of dollars peddling them to California voters.

In 2009, Cisco Laid Off Between 600 And 700 Employees At Its San Jose, CA Headquarters.
“Cisco Systems (CSCO) on Thursday continued trimming its workforce at its San Jose, CA, headquarters. Sources close to the company say between 600 and 700 employees at the networking giant received layoff notices. ‘This limited restructuring is part of our ongoing, targeted realignment of resources and was previously discussed on our fiscal second and third quarter 2009 earnings calls,’ a statement issued by Cisco reads.” (Michael V. Copeland, “Cisco Continues Layoffs,” Fortune, 7/16/09)

Chambers Downplayed The Significance Of The Company’s Decision To Lay Off Workers. “During the company’s Q3 earnings call, Cisco CEO John Chambers said job cuts were
likely to be closer to the high side of the 1,500 to 2,000 the company previously announced. Still, Chambers does not view even 2,000 lost jobs as a mass layoff. ‘My own view is that if you have to do a layoff, and we try everything possible to avoid them, it needs to be of critical mass to justify the loss of business momentum, impact on employees and disruption in key projects,’ Chambers said during the Q2 earnings call.’” (Michael V. Copeland, “Cisco Continues Layoffs,” Fortune, 7/16/09)

In 2009, Cisco Was Also “Quietly Preparing” To Move Jobs From U.S. Locations To Contractors Overseas. “When Cisco celebrated the fifth anniversary of its New England
Development Center in Boxborough, Mass., last fall – a ceremony attended by Massachusetts Congresswoman Niki Tsongas and a representative from Gov. Deval Patrick’s office – the company was quietly preparing to move several jobs from there and other locations to contractors in India and elsewhere, mostly in the company’s Network Management Technology Group (NMTG).” (Jim Duffy, “Cisco Quietly Downsizing Through Outsourcing,” Network World,

Nearly Half Of Cisco Employees Are Located Outside The United States. “As of July 31, 2010, we employed approximately 70,700 employees, including approximately 18,250 in manufacturing and service, approximately 21,250 in engineering, approximately 24,600 in sales and marketing, and approximately 6,600 in general and administration. Approximately 38,350 employees are in locations within the United States. We consider the relationships with our employees to be positive. Competition
for technical personnel in the industry in which we compete is intense. We believe that our future success depends in part on our continued ability to hire, assimilate, and retain qualified personnel. To date, we believe that we have been successful in recruiting qualified employees, but there is no assurance that we will continue to be successful in the future.” (Cisco Systems, SEC Filing 10-K, Filed 9/21/10)

Barbara Boxer would like you to believe she's been hard at work for the people of California, but the truth of the matter is that she's spent the last 28 years in Washington looking out for herself. Today, California Watch reports that Boxer earned huge profits through "exclusive" investments that were not available to the general public.

At Least Twice In Her Career, Boxer Has Received "Exclusive Access" To Lucrative Investments Not Available To The General Public. "At least twice during her political career, U.S. Sen. Barbara Boxer turned quick profits on IPOs that were unavailable to the general public, records and published reports show. The transactions, which were made public in 1994 and 2000, allowed her exclusive access to several lucrative investments." (Chase Davis, "Boxer Once Profited From Exclusive IPOs," California Watch, 10/25/10)

Boxer's IPOs Allowed Her To Reap Huge Profits, Including Investments That Tripled In Only A Day. " was given access to several hot stocks that she bought and sold within a day or two. In one case, Boxer bought between $15,000 and $50,000 worth of shares in Palm Inc., the handheld computer company, at $38 apiece on March 1, 2000 - the day before the company was made public. On the first day of trading, shares soared to $140 before closing at $95. Goldman Sachs and Morgan Stanley managed the offering. Days earlier, she bought between $1,000 and $15,000 in stock from an online advertising and marketing company called Avenue A at its opening price of $24. Boxer sold it the next day when the share price tripled to $72." (Chase Davis, "Boxer Once Profited From Exclusive IPOs," California Watch, 10/25/10)

As early as 1994, when Boxer's insider deals first came to light, the Los Angeles Times condemned the practice of awarding IPOs to elected officials and called for an outright ban, in part because the practice "is so transparently corrupting."

Los Angeles Times: "[IPO Access] Is So Transparently Corrupting." "Apologists for the practice keep reciting, like a mantra, that there's nothing in the law or in the rules of the House or Senate to prevent a member of Congress from accepting first crack at buying usually lucrative new stock offerings. True, though this is really a shamelessly pathetic defense for something that is so transparently corrupting." (Editorial, "It's Time For Their 'Luck' To End," Los Angeles Times, 6/29/94)

For nearly three decades in Washington, Barbara Boxer has supported job-killing policies and higher taxes, the result of which is more than 2.2 million Californians suffering without a job and without the "help and hope" Boxer promised. Meanwhile, whether it was through this special IPO access or her vote to give herself a 40 percent pay raise, Barbara Boxer has used the trappings of her office to receive exclusive deals and line her own bank account. Clearly, Barbara Boxer is concerned about saving only one job: her own.

Californians have watched as their livelihoods have been crushed and their incomes have fallen, with more than 2.25 million people out of work and thousands facing the very real possibility of losing their homes. That’s not the “help and hope” Barbara Boxer promised the people of California. That’s failure.

Facts About “Crushed“

NARRATOR: “Barbara Boxer failed to protect California jobs.”

California Has Lost 592,300 Nonfarm Payroll Jobs Since The Stimulus Passed In February 2009. (Bureau Of Labor Statistics Website, www.bls.gov, Accessed 10/22/10)

NARRATOR: “Praises the stimulus plan, while 2.25 million Californians are unemployed.”

Boxer: “The Stimulus Bill Was Very Successful.” “I also wanted to inform colleagues and this is very good news for us that AASHTO which is the group that represents the State Highway and Transportation folks that we work with so closely at home, they’ve released a new report today, Senators. They are basically saying that the stimulus bill was very successful, that it created hundreds of thousands of jobs. They have it actually summarized here, and all the various projects.” (Sen. Barbara Boxer, U.S. Senate, Committee On Environment And Public Works, 2/9/10)

NARRATOR: “Trillions in deficits.”

The 2010 Annual Deficit Is Forecasted To Reach A Record $1.47 Trillion, Which Will Force The Government To Borrow 41 Cents Of Every Dollar It Spends. “The latest forecast from the White House budget office shows the deficit rising to $1.47 trillion this year, forcing the government to borrow 41 cents of every dollar it spends. Contrary to official projections, the budget gap will not begin to narrow much in 2011, because of an unexpectedly big drop in tax receipts.” (Lori Montgomery, “Federal Budget Deficit To Exceed $1.4 Trillion In 2010 And 2011,” The Washington Post, 7/24/10)

Today, The U.S. Government Has A Total Debt Of More Than $13.6 Trillion, An Increase Of $3 Trillion Since Democrats Took Control Of Washington. (U.S. Treasury Department Website, www.treasurydirect.gov, Accessed 8/16/10)

NARRATOR: “Billions in taxes.”

Since Obama Took Office, Boxer Has Voted In Favor Of More Than $500 Billion In Higher Taxes, Including Tax Hikes On The Poor. (“Estimated Revenue Effects Of The Amendment In The Nature Of A Substitute To H.R. 4872, The ‘Reconciliation Act Of 2010,’ As Amended,” Joint Committee On Taxation, 3/20/10; H.R. 2, CQ Vote #31: Passed 66-32: R 9-32; D 55-0; I 2-0, 1/29/09, Boxer Voted Yea; Matthew Sturdevant, “Tanning Tax Called Unfair,” The Hartford Courant , 7/19/10; H.R. 1586, CQ Vote #228: Motion Agreed To 61-39: R 2-39; D 57-0; I 2-0, 8/5/10, Boxer Voted Yea; “Estimated Budget Effects Of The Revenue Provisions Contained In Senate Amendment #4575,” Joint Committee On Taxation, 8/5/10)

In 2009, Boxer Voted In Favor Of Raising Taxes On Individuals And Small Businesses That Earn More Than $250,000 Each Year. (S. Con. Res. 13, CQ Vote #173: Adopted 53-43: R 0-40; D 51-3; I 2-0, 4/29/09, Boxer Voted Yea)

NARRATOR: “Our hopes crushed by Washington. The legacy of Barbara Boxer.”

California Is One Of The States Hit Hardest By Home Foreclosures. “RealtyTrac, an online marketer of foreclosed homes, said that California, Florida, Arizona and Nevada continue to lead the nation in the rate of foreclosures. Las Vegas was the worst-hit city. But now unemployment has replaced toxic mortgages as the leading cause of foreclosures throughout the country…” (Les Christie, “Foreclosures Climb In 75% Of Metro Areas,” CNNMoney.com, 7/29/10)

In 2009, Personal Incomes Of California Workers Fell By Approximately $40 Billion, Which Was The “State’s First Year-To-Year Decline Since World War II.” “Government statisticians have put a number on Californians’ paycheck pain last year: about $40 billion. The federal Bureau of Economic Analysis said personal incomes of Golden State workers fell by that amount in 2009 compared with the previous year – the state’s first year-to-year decline since World War II.” (Mark Glover, “Californians’ Income Falls For First Time Since WWII,” Sacramento Bee, 8/11/10)

NARRATOR: “We can change Washington, but not unless we change the people we send there.”

More bad news on the health care front means more proof Barbara Boxer hasn't delivered the results she promised for the people of California. Today, the Democratic governor of Tennessee, Phil Bredesen, writes in The Wall Street Journal that the health care overhaul Boxer and her fellow Democrats in Congress championed is actually creating economic incentives for companies in his state to end employer-sponsored group health insurance.

Democratic Tennessee Governor Philip Bredesen: Health Overhaul Creates Incentives To Drop Employee Health Coverage. "Because of the magnitude of the new subsidies created by Congress, the economics become compelling for many employers to simply drop coverage and help their employees obtain replacement coverage through an exchange." (Philip Bredesen, Op-Ed, "ObamaCare's Incentive to Drop Insurance," The Wall Street Journal, 10/21/10)

Bredesen: Future Start Ups Less Likely To Offer Health Benefits For Employees. "For a person starting a business in 2014, it will be logical and responsible simply to plan from the outset never to offer health benefits … As it grows, the business can avoid a great deal of cost because the federal government will now pay much of what the business would have incurred for its share of health insurance. The small business tax credits included in health reform are limited and short-term, and the eventual penalty for not providing coverage, of $2,000 per employee, is still far less than the cost of insurance it replaces." (Philip Bredesen, Op-Ed, "ObamaCare's Incentive to Drop Insurance," The Wall Street Journal, 10/21/10)

And for those who think they're golden because their employers pledge to continue providing coverage, take note: your wallet will likely get a little thinner. It seems employees' health insurance premium costs are likely to rise by an average of 14 percent for family plans next year.

In 2011, Employee Health Care Premium Costs Will Increase On Average By 14 Percent. "Chances are you'll learn that your 2011 health insurance tab will be sharply higher, as companies continue to shift the burden of rising costs onto their workers. Employees' share of premiums for a family plan is up an average 14%, to $3,997, vs. just a 3% rise in the total bill, according to the Kaiser Family Foundation." (Michelle Andrews, "Cost Of Your Health Plan To Rise 14%," Money, 10/21/10)

"And It's Not Just Premiums That Are Spiraling Higher. You're Also Likely To Be Hit With Higher Deductibles And Out-Of-Pocket Maximums As Well As Bigger Bills For Doctor's Visits And Drugs." (Michelle Andrews, "Cost Of Your Health Plan To Rise 14%," Money, 10/21/10)

Remember when Barbara Boxer was on book tour discussing health care reform last summer and claimed the overhaul was going to help lower the soaring cost of care? So much for her claim that the plan would "bend that cost curve." Or, if there's any bending happening, it's definitely bending of the truth – and not the cost curve.

The people of California deserve a representative in the U.S. Senate who will set aside partisan bickering and political games, but it’s clear Barbara Boxer is not that representative. Changing Washington starts with changing the people we send there, and that’s why the people will vote to retire Barbara Boxer after her nearly three decades of failure to fight for their interests.

Here are the facts:

NARRATOR: “California jobs gone and Barbara Boxer plays politics.”

NARRATOR: “Her hometown paper refused to endorse her, saying we deserve a senator who is effective, wiling to reach across party lines.”

CHYRON: “…Boxer falls short.”

San Francisco Chronicle: “Boxer Falls Short” On Being An “Accessible,” “Effective,” And Bipartisan Senator. “[Californians] deserve a senator who is accessible, effective and willing and able to reach across party lines to achieve progress on the great issues of our times.

Today, The New York Times reported that two-thirds of the largest wind tax credits in economic stimulus plan Barbara Boxer championed went to projects already underway or completed before the plan was even signed into law. That’s $2.7 billion, folks.

$2.7 Billion Went To Projects That Began Construction Or Were Completed Before The Stimulus Measures Started. “Iberdrola was not alone in collecting stimulus funding for a development under way or completed when the program took effect. Of the 50 highest dollar grants awarded, 64 percent — worth a combined $2.7 billion — went to projects that began construction before the stimulus measures started, a Greenwire analysis of the program found. That portion represents more than half of the $5.2 billion total given so far under the renewable energy grant effort.” (Anne C. Mulkern “Stimulus Cash Flowed To Completed, Under-Way Renewable Energy Projects,” The New York Times, 10/14/10)

“Economists And Researchers Have Questioned The Job Creation Numbers Developers Cite.” “How the money was distributed is one of several issues raised about the program. Economists and researchers have questioned the job creation numbers developers cite, while analysts are concerned about the stability of projects going forward without a national energy policy to drive renewable power demand.” (Anne C. Mulkern “Stimulus Cash Flowed To Completed, Under-Way Renewable Energy Projects,” The New York Times, 10/14/10)

This, of course, follows on previous reports that the wind tax credits in the failed stimulus plan are actually sending our taxpayer dollars overseas. Looks like Barbara Boxer’s hypocritical claim that she wants to see “Made in America” again was exposed yet again.

Of The $2.3 Billion In Tax Credits Issued For The Production Of U.S. Wind Farms, The Program Granted, $1.6 Billion Or 70% Were Granted To Foreign Firms. “Since last September, that government program has given out $2.3 billion to developers of U.S. wind farms. About 70 percent of the rebates — more than $1.6 billion in U.S. tax dollars — has gone to foreign developers, according to an analysis in February by the Washington-based Investigative Reporting Workshop of grant information released by the Department of Energy.” (“Foreign Firms Dominate Wind Energy In U.S., Land Stimulus Dollars,” Politics Daily, www.politicsdaily.com, 5/25/10)

“The Report Concluded That A Majority Of Those Taxpayer Funds Financed The Purchase Of Wind Turbines And Other Parts Manufactured Overseas, Thus Using Stimulus Dollars To Create Jobs In Foreign Countries.” (Mike Dennison, “Wind Lobby: Restricting Federal Grant Money Will Hurt Power Projects,” The Missoulian, missoulian.com, 3/9/09)

Let there be no doubt: Barbara Boxer is more interested in growing government than she is in growing our nation’s economy. She has utterly failed to deliver jobs for the people of this state and this nation, and she must be held to account. Barbara Boxer must explain to the people of California why the economic stimulus plan she championed is actually bringing “help and hope” to other countries instead of to the very state she was elected to represent.

With Democrats facing a 15-point voter enthusiasm gap here in California, Barbara Boxer and her friends in Washington are hard at work trying to convince a disillusioned electorate why they should vote to send her back to the U.S. Senate for another six-year term. But in Boxer’s desperation, it seems she’s turned to old-fashioned pandering to key voter groups in the hope that they’ll listen only to her rhetoric and ignore her record.

In today’s episode of election-year politicking, Boxer did her best to pretend she’s on the side of our state’s senior citizens, when in fact she’s stood idly by as our nation’s Social Security system has edged closer to collapse and when she voted earlier this year to cut $500 billion from Medicare, including $136 billion from Medicare Advantage, at a time when our seniors need it most.

Health Care Overhaul Cuts Approximately $500 Billion From Medicare. “The law calls for cuts of about $500 billion over 10 years from projected payment increases to hospitals, insurance companies and others under Medicare and other government health programs.” (Roger Alford, “Ads Slam Senate Candidates In Ky., Pa. And Calif.,” The Associated Press, 8/25/10)

Democrats Slashed Medicare Advantage Funding By $136 Billion. “The White House is launching its latest Willy Loman campaign to resell ObamaCare, helped by $125 million that unions and other interest groups say they’ll spend to make Americans love their new entitlement. Seniors in particular should curb their enthusiasm . … Advantage gives almost one of four seniors private insurance options, and Democrats are about to cut its funding by some $136 billion over the next decade even as health costs rise.” (Editorial, “Farewell, Medicare Advantage,” The Wall Street Journal, 6/11/10)

Senior citizens were not born yesterday. And that means they know exactly what Barbara Boxer’s stale record reflects: 28 years of doing nothing to fix our collapsing Social Security system, all the while championing cuts to programs like Medicare on which our seniors depend on most.
